By allusion to the milk which rises when boiling, overflows and spreads, the expression "to rise like a milk soup" began to be used in the 18th century, then "to rise, to carry away like a milk soup". to talk about someone who gets angry easily.
"Being soup with milk" therefore serves to qualify an irascible person, who ignites over nothing.
