What is the origin of “no arm no chocolate”?

This expression comes originally from a "funny" story tinged with dark humor, found in the Carambar:

“Mom, can I have some chocolate ?
- He  there's some in the cupboard, so go and help yourself.
– But Mum, I can't, you know very well that I have no arms…
- no arms, no chocolate !"

Having passed into popular language, this expression serves to underline, in certain cases, the stupidity of a ban.

We find this expression in the film “Intouchables” by Eric Toledano, Olivier
Nakache, released in November 2011, with François Cluzet and Omar Sy.

The scenario is as follows: Following an accident, Philippe (François Cluzet), a wealthy aristocrat, hires Driss (Omar Sy), a young man from the suburbs who has just been released from prison, as a home help. Together they will make two different worlds coexist and will tame each other to give birth to a strong friendship.
