To be in the block means to be very tired, to have a hangover.
You can find yourself in this state in the morning after an evening that is a little too drunk and a night that is too short.
So anyone, not just delicatessens, can experience this feeling. We sometimes use an expression with an equivalent meaning “to be in the coal tar” (the coal tar is a tar).
And someone that we would plunge into the tar (without the feathers!) or in a pot of pâté would find it difficult to move.
And, therefore, would have the feeling of idling.
